Sometimes integration tests can be slower than expected.
This will pass a new parameter to Makefile integration and helmchart-test targets.
The goal being (if implemented correctly in the Makefile) to control all kubectl wait time commands.
Pipelines that implement the new shared workflow can then use workfow_dispatch to change options from Actions in the UI to rerun with different timeouts or other parameters.
