An optional or required value that modifies the behavior defined by some Action Type.
An Action Type like update attribute, for example, might require the attribute value Qualifier.
- Name + Action type
The name is descriptive such as attribute value, delay, and so forth.
Type: Qualifier Name -> based on Name
