This PR starts the modernization and cleanup work for scancode-licensedb integration.

Changes included:

Fix broken and outdated licensedb-related URLs
Prepare groundwork for licensedb UI/UX improvements
Align structure for future SCIO/VCIO UI consistency
Initial cleanup for maintenance and contributor onboarding

Context:

This is part of a broader effort to:

Review and clean stale issues/PRs
Fix integration bugs
Improve UI/UX consistency
Prepare migration towards a Bulma-based UI
Update generation scripts and infrastructure

This PR focuses on foundational fixes and structure, enabling future incremental improvements.

Goals:

Improve maintainability
Improve contributor onboarding
Reduce technical debt
Prepare for UI modernization
