Description of changes
This will be a long standing branch for work on scalability for initialization that won't be able to come into b4b-dev or master. Changes that can come to one of those places will be done incrementally.
Right now this includes mainly includes code for evaluation of memory for decompInit. This code is a one-off for experimentation that shouldn't come into CTSM or CESM right now.
This includes #3301 which is expected to come to b4b-dev before this.
