Enabling running an initialization test at mpasa3p75

As part of the work in #2995 we need to be able to easily run a short initialization test at mpasa3p75 resolution.

Definition of done:

• PE layout for mpasa3p75
• urbantv datasets needed in a non-scratch space
• Figure out settings to run as fast as possible
• Initialization test mod to run it
• X Add ability to turn off urbantv from namelist easily? (don't do -- assess later in other work)

I have most of this done in the branch in #3335. @briandobbins is going to assess if we have to have the UHR urbantv datasets around or if we can do something to avoid needed it. We'd prefer being able to use the standard datasets here and not make running at UHR different than the standard model.

The urbantv dataset is 243 GBytes which is large, but not so large we couldn't keep it around in glade-campaign for our temporary usage. We probably don't want to put it into svn inputdata until we are convinced we really need it.
