Update index linking for outreach.md page#139

There's a mistake in the outreach.md page -- you re-used the top-level header # in multiple places. This causes problems, if you look at the preview you'll see that all the headers show up in the table of contents instead of nesting inside the page. Can you lower the header levels so that there's only one top-level header on that page?
