Description

Note: As mentioned on the previous PR, lint will fail on these AGP upgrade PRs until the final step is completed. This should not be an issue since we're targeting a feature branch.

This PR implements phases 4 & 5 of our AGP 9.x upgrade plan by removing obsolete gradle.properties flags that are now defaults in AGP 9:

android.nonTransitiveRClass=true — non-transitive R classes are the default
android.nonFinalResIds=true — non-final resource IDs are the default

Also keeps android.enableR8.fullMode=false to reduce migration risk.

Testing instructions

Verify project syncs successfully in Android Studio
Build debug APK: ./gradlew assembleJetpackDebug
- Build succeeds
Run unit tests: ./gradlew :WordPress:testWordPressDebugUnitTest
- Tests pass

Simultaneously upgrade Gradle (8.12.1 → 9.1.0) and AGP (8.10.1 → 9.0.1) since AGP 8.x does not support Gradle 9.x. Uses opt-out flags (android.newDsl=false, android.builtInKotlin=false) to preserve existing kotlin-android/kapt plugins while on AGP 9.
