Translate into SQL

Adds translation to SQL for the garel dialect.
Currently supports two SQL dialects:

• DuckDB, generating a python function that handles iteration. This is the default dialect, and the included tests check only this dialect.
• Umbra, using prototype umbra.iterate syntax. Not currently available on the docker image, so not part of the test suite.
