This adds a polyfill for the Template Attributes proposal: http://wicg/webcomponents#1094
The idea behind Template Attributes is that they offer a simple way to alter the content of a template element after it has been attached to a Shadow DOM. This makes them well suited for hydration, pure static rendering, and async rendering all at once.
