This is a worthwhile improvement as far as it goes, and we should merge it.
#393 can be seen as (additionally) a request for a section guiding Chairs on carrying forward Decisions in the presence of dissent, or maybe on How to Avoid or Minimise Formal Objections. We have the Chair's "Maintains Group Process & Organization" section, which is very light on this.
From the Guide perspective, there's a big jump between "things going normally" and "Formal Objection", and a good addition would be such guidance on the bit in-between, which can be the Hard Part, and about which the Process reasonably says nothing.
