general: T8595: switch CLAUDE.md to AGENTS.md (+ Copilot symlink)

Follow-up to #24 which merged CLAUDE.md. The T8595 fleet schema was revised to AGENTS.md as the tool-neutral primary, with .github/copilot-instructions.md as a symlink to ../AGENTS.md for Copilot code review compatibility.

This PR:

• Removes CLAUDE.md (Claude Code falls back to AGENTS.md when no CLAUDE.md is present).
• Adds AGENTS.md with the same content (H1 normalized to # AGENTS.md).
• Adds .github/copilot-instructions.md symlink → ../AGENTS.md (verified working with Copilot code review).
