Regenerate third-party license manifest

This lockfile update adds new crates (is_terminal_polyfill here and once_cell_polyfill later in the lockfile), but LICENSE-3rdparty.csv was not regenerated and has no rows for either package (searched for ^is_terminal_polyfill, and ^once_cell_polyfill,). Because make check-licenses delegates to dd-rust-license-tool check in Makefile:525-527, CI/release license validation will fail for this dependency bump until the generated license CSV is updated.
