Adds a GitHub Actions workflow for publishing the PowerShell module to some artifact repository, like the PowerShell Gallery (for prod). Provides:

  • capability to deploy to test gallery via GH Deployment Environments
  • publishing of module based on presence of *.psd1 file in repository
  • minor bit out summary information after run
