CICD.yml: Merge 2 tests

Merge ${{ steps.dep_vars.outputs.CARGO_UTILITY_LIST_OPTIONS }}. We can build everything at same time and no need to build crates twice.

GNU test failed: tests/sort/sort-debug-keys. tests/sort/sort-debug-keys is passing on 'main'. Maybe you have to rebase?
