feat(deployment): add urunc configuration file and update install script

Refactor urunc-deploy to install artifacts under /opt/urunc and use a static config file instead of generating it dynamically, avoiding system file overwrites.

I would suggest to communicate @spline2hg and incorporate the changes together. If so, choose which PR should be taken into account and you can both sign the respective commit.
