Summary

  • add Windows ARM64 build target to CI with MSVC ARM64 linker configuration
  • include Windows ARM64 in N-API triples and versioning script
  • add Windows ARM64 npm package metadata

Testing

  • not run locally (CI only)

should help closing tursodatabase/libsql#1960 and a few other arm related issues
