The rationale is to reduce future control file diffs (shorter changed lines), making issues easier to spot. This is a minor cosmetic change and due to the semi-automated update process proving to be robust it is unlikely to have a significant impact. OTOH making the diff slightly smaller and (hopefully) easier to read is still an improvement IMO.
As per usual, the main changes are upstream code, although I noticed that the webmin code changes are relatively insignificant this time. The only significant changes I noticed are minor bugfixes, plus a newer authentic theme. The majority of upstream changes are just the version bump noted in the deps in all module/theme
