Filter arrows by active layer and step

Summary:

• Add layer and step metadata support to Arrow graphics objects.
• Run arrow visibility through the same active layer/step predicate used by the other object buckets.
• Add focused coverage showing excluded arrows do not remain visible/countable when filters reject them.
