It should be optional. I personally upload a lot of archive videos with pre-set categories, I wouldn't want to see Video2Commons add the same categories with the current date.

i think any pre-formatted text in the popup is optional. users can always edit them.

my motivation for this change was from a bot which used to do exactly this.

newest v2c has a new feature that prompts users to add such cats, except the sortkey function, so this is mostly fulfilled. thank you @Amdrel .
