Adds 96kHz sampling rate support for the RT721 headset topology configuration to enable High Fidelity audio use cases.
- Introduces a new topology target configuration for RT721 with 96kHz jack sampling rate
- Configures both JACK_RATE and DEEP_BUF_JACK_RATE parameters to 96000
