Bump mpp for T3 remaining limit query

Summary

• point mpp at a fixed 0.9.3-compatible mpp-rs commit
• refresh Cargo.lock so tempo wallet whoami uses getRemainingLimitWithPeriod(...).remaining instead of the dropped getRemainingLimit selector

Notes

• mpp 0.10.2 already exists, but it pulls Alloy 2 / Tempo 1.7 into wallet, which is still on Alloy 1 / Tempo 1.5 and does not compile cleanly.
• The pinned commit is based on the 0.9.3 release line and contains only the selector change.

Verification

• cargo check -p tempo-wallet --locked
• cargo test -p tempo-wallet whoami -- --nocapture
