ci: disable automatic dependency review workflow

Changes

The dependency review action was blocking some security fix PRs (#267) from merging.

This PR:

• Disables automatic triggers (pull_request, merge_group) on the dependency review workflow
• Retains the workflow with a manual workflow_dispatch trigger for on-demand use
