[WIP] Create Recipes in cookbook

• Explore existing cookbook structure and stellar-cli v23 capabilities
• Create multisig-setup.mdx - Set up multi-signature accounts and transactions
• Create account-security.mdx - Configure account flags, signers, and authorization settings
• Create hardware-wallet-integration.mdx - Use Ledger hardware wallets with the CLI
• Test recipes work properly with stellar-cli version 23
• Add tests for cookbook recipes if appropriate

@copilot seems like the session was stuck for a long time, I see that recipes were created in previous session but not commited, can you create the recipes and commit them to the repository? also instead of building the entire project, you can just install the stellar-clli v23 directly and test if the recipes work. since these recipes do not change any of the existing code
