Get renovate to update the actions and runners we use in our github workflows. https://docs.renovatebot.com/modules/manager/github-actions/
We are currently only getting 4 PRs per target branch (main and release-*), with the new package manager for GH actions we might start missing updates if we don't bump this limit.
