AUTH_OID has be removed in Flask-AppBuilder in version 5.0.0. See - https://github.com/dpgaspar/Flask-AppBuilder/blob/f4a8cfd9f31f7eb36fb7891ccf9747b7506a41d3/docs/versionmigration.rst?plain=1#L12 - https://github.com/dpgaspar/Flask-AppBuilder/blob/f4a8cfd9f31f7eb36fb7891ccf9747b7506a41d3/docs/versionmigration.rst?plain=1#L55 This is a potential breaking change and as such needs to be surfaced to users of `EXPERIMENTAL_FILE_HEADER` and `EXPERIMENTAL_FILE_FOOTER` via the release notes.

Part of stackabletech/docker-images#1370
Updates tests, code, docs and getting-started scripts to use 3.1.5. This also required a small fix in the Python config file the operator writes.
