Part of stackabletech/docker-images#1370

Updates tests, code, docs and getting-started scripts to use 3.1.5. This also required a small fix in the Python config file the operator writes.

Release Notes

* *Breaking:* Users of the `EXPERIMENTAL_FILE_HEADER` and `EXPERIMENTAL_FILE_FOOTER` fields who rely on `AUTH_OID` from the `flask_appbuilder.const` import must switch to `AUTH_OAUTH`.
