This PR removes the constraint on mirdata package version, and updates it to being >= 1.0.0. (which, in turn, will enable us to update TF / Python versions)
A major change in mirdata 1.0.0 is that dataset indexes are not bundled with the package but needs to be downloaded from a remote server. As a result, the PR adds index downloads in all
create_input_datapreprocessing methods, and adds dummy local indexes for the test suite.
