liquid cooling: add defaults for sensor properties
Description
This prevents DB write faults when the methods are not implemented. This fixes some of the cases described in item 2 of sonic-net/sonic-buildimage#27515.
Motivation and Context
Partially fixes sonic-net/sonic-buildimage#27515
How Has This Been Tested?
Test suite updated for new defaults and run.
