[Python] SofaRegressionProgram: move all related files to a new cmake "project" and install

The main purpose was to get the new regression python script into the installation of SOFA, as it is not copied for the moment.

So I created a new cmake project and manage its installation file inside.
In any case,

• it is much cleaner to separate the files, as it is totally not related with Regression_test
• one would not want to compile/use the old one, so this create a new cmake option APPLICATION_SOFAREGRESSIONPROGRAM.

Not a fan of the name SofaRegressionProgram, but it is what it is.

still time to change the name "SofaRegressionProgram" if you have another idea. I'm ok to change, I didn't have other idea and no one complained when I rename it in a PR.
