Why
It's a surprisingly difficult action to create in a way that it's performant in a monorepo, therefore releasing it here because it has now more or less stabilised and proven (at least relatively) free of bugs

Testing
There's a new workflow that does a basic test for the action by running it
also the action has been in use as a local action in a few repos for a while
don't really want to modify the python code because it works as-is
