Description
Adds a github actions workflow to maintain a
developmenttag and GH release where the most recently built artifacts can be downloaded.Additional context (optional)
Presently the the skupper console is rebuilt in the skupper network-observer container image build. With the addition of this release artifact the container image build can pull the built artifact directly rather than reconstructing it from source.
