I'm not totally sure of the benefit of doing this. I would like to think that if we get significant requests we might be nimble enough to consider each one individually. Mostly I would be afraid of discouraging people from communicating about issues.

Problem
Since active development of new features is paused for simularium, we should update our public repos to indicate this for transparency.
Once this gets approved, I'll add the same messaging to the simularium viewer and simularium website READMEs.
Also, updated some other outdated parts of the README
