Creating the structs used for interacting with the Confidential Transfers module needs to be available on all client libraries - users should be able to do so without importing the entire sei-chain library.
This PR moves the construction of these structs to the sei-cryptography library so the new ct typescript library has access to them.
Later on, we should allow sei-chain to import these types (instead of keeping them in sei-chain) to avoid code duplication
