Adds templates to QtFRED. Templates are
.fstfiles that start with a template metadata section and then the rest is a complete mission file re-using the missionsave.cpp code entirely. Templates can be as extensive or as minimal as designers want them to be. The main advantage here is the metadata for searching templates and the fact that Ctrl-S or Ctrl-Shift-S in QtFRED will not overwrite a template file by accident.Fixes #3235
