Update custom-emoji

Changes:

• Messages that contain disabled emoji can now be filtered. There are two modes for the filter, lenient and strict. Lenient will filter the message if it only contains the disabled emoji, while strict will filter any message containing the disabled emoji. The filter ignores zero-width emoji when considering whether or not a message should be filtered.
• Fixed bug causing overhead emoji to be rendered over other players despite public chat being set to Off.
• Fixed bug causing text to not be replaced with emoji after a github download was manually triggered
• Fixed bug causing the panel to be rebuilt every time an option in it is changed which was forcing a scroll to the top.
• Reorganized the config options a bit and consolidated a couple options so they're easier to parse
