Adds support for ASTC formats. The
RenderFormatBlockHeightfunction was introduced to account for the non-square ASTC formats and the rendering code was updated accordingly.Additionally, since there are now 132 entries in
RenderFormat,ClearPipelineKeywas updated to use 8 bits for eachcolorFormatand only 2 bits fordepthFormatsince there are effectively only 4 depth buffer formats.
