Order the InstanceFilter sidebar by the most recent submission with runtimeQuantum defined (desc). Instances without quantum submissions fall back to their last submission of any kind; instances with no submissions keep JSON order at the bottom.

Selected category now lives in `?category=<slug>` so views are shareable and survive refresh. Refactor categories.ts to a single source of truth with `value`/`label`/`slug` per entry.
Replace the TrackerCard hero grid with a dedicated "Active advantage candidates" section using a new TrackerSummary component (centered title, category badges, "View all" button). The hero now shows only the headline, subtitle and Contributors marquee.
