…b=picolibc Downstream no longer supports the hexagon-*-picolibc target triple. Switch both libs/locks and libs/syscall/wrapper Makefiles to use --target=hexagon-h2-elf --cstdlib=picolibc instead, which is the new supported form for selecting picolibc with Clang.
