Introduce prebuilt input in action to enable builds using prebuilt bins/ tar archives. Source upstream.conf and download/extract prebuilt tar when enabled. Add is-prebuilt input to reusable workflow and plumb it to the action. Adjust sbuild/gbp logic to conditionally run prebuilt flow. Minor structural updates to workspace preparation.
