Added Palm dataset and asset scripts, added the respective line in .init file, modified the benchmark.py to include utf-8 encoding (to work for windows). Testing was done using format_code.sh and run_test.sh scripts. Note: test_partial_path fails on Windows due to path separator mismatch (/ vs \\).
