Fix incorrect redirect for finetuning_torchvision_models_tutorial #3746

The old redirect pointed to torchvision_tutorial.html (Object Detection with Penn-Fudan pedestrian dataset), but the original tutorial was about Image Classification with the hymenoptera_data (bees/ants) dataset. Changed redirect to transfer_learning_tutorial.html which covers the same task (image classification) and uses the same dataset. Fixes pytorch#3720
