Adds Chapter 19 (script + docs + tests) for NSO: 13-week direct-method cash forecast with scenarios, assumptions + governance templates, memo, and figures manifest. Wiring: Makefile target business-ch19 + Sphinx toctree entry. Acceptance: make lint; pytest -q; make business-nso-sim; make business-ch19; make docs.
