Scipy stubs

• Closes Update codebase to be compliant with scipy-stubs #10273

• Update mypy to 1.19.1

• Add some typing to the scipy backend

• Restore scipy lazy import (requires some ugly workaround for pickling)

Seems like mypy has changes some message formats: python/mypy#19471

I cannot get these mypy test to run locally, I always get tons of error messages about site-packages?
I tried pytest-mypy-plugin 3.3* and 4.0. Does anyone know how to get this to run properly? I use pytest -m mypy --run-mypy -W default

I could suddenly reproduce these issues locally, weird.
