The registry-side implementation for purescript/registry-dev#649 — this cannot be merged first, it must be merged after purescript/registry-dev#709.
The importer workflow still handles daily automated imports of legacy packages and package set updates, while the process-issue workflow responds to GitHub issues to proxy publish, transfer, and unpublish operations to the registry API server.
