Originally extracted from #89 to be handled separately.

Merge TNN extension in the most recent Flex-V version used in PULP Cluster (https://github.com/pulp-platform/pulp_cluster/blob/master/Bender.yml#L29): https://iis-git.ee.ethz.ch/pulpissimov2/riscv-nn/-/tree/smazzola/chimera?ref_type=heads
Merge GCC extension https://github.com/da-gazzi/pulp-tnn-gnu-toolchain @da-gazzi @gtagliavini

Also refer to #89 (comment)

This PR includes modifications on the following dependencies:

regression_tests
pulp-runtime
pulp-cluster-nonfree
(see the smazzola/riscv-tnn branches in those)
