Re-enable the COAR Notify tests.
There's still an outstanding issue where
out.relation.values.valueis not working properly in the tests. This was working before, but I haven't been able to figure out what broke. I've opted to just copy this value into the top-level pub (the one the automation runs against) to get the tests passing for now.
