The change is minimal and well-targeted, and min-width: max-content is a clean way to ensure the value remains readable at low percentages without affecting overall layout behavior. Solid fix.

Fix #8472
The issue
Progress bar value becomes unreadable when value is too low %.
The fix
set min width of progress bar determinate to 'max-content', so that value can be seen.
