Adds packages from the mlverse and sparklyr GitHub organizations

• Added sparklyr and mlverse to data/github-orgs.toml so the site tracks those GitHub orgs.-
• Ran update-github-repos.py to fetch repo metadata from the GitHub API into data/github-repos.toml. This is the part I'm unsure of: A lot of packages were updated in this step, because it looks like the script has not run in a while. Not sure if y'all want me to go ahead and update all packages. Let me know :D
• Added sparklyr, torch, chattr, mall, tabnet, and luz
• Ensured that even though data/github-repos.toml was updated,only the new packages got updated in the software/ folder. There are many changes since the last time the update-frontmatter script ran (I think it was December last year?)
