Description
Re-implement's Jeff's original fork of the upstream
create-pull-requestaction using the latest upstream version. This had to be done because we don't have permission to sync his fork with the latest upstream.It uses the latest version of
@octokit/plugin-throttlingwith a configuration I have tested in a private repository, where I forced a secondary rate limit and then introduced the plugin to handle said rate limit.
