Minimal developer shell scaffold. Empty package list — tools are added by subsequent commits (treefmt, just, rust-analyzer, etc). Base for crane-based devshell upgrade and direnv integration.
Merges .envrc (use flake), .gitignore (/.direnv), and the devshell scaffold, enabling automatic nix devshell activation when entering the project directory.
