Non-nix CI job to catch any non-nix toolchain regressions. Uses dtolnay/rust-toolchain, rust-cache, and taiki-e/install-action to exercise the Justfile cargo recipes (test, clippy) with a standard Rust toolchain, verifying the non-nix developer workflow.
